Stockton University’s Athletic Training Services Emergency Action Plan (EAP) establishes procedures for responding to medical emergencies involving participants in Athletics and Recreation activities.
The EAP should be activated immediately when a serious or potentially life-threatening medical emergency is identified or suspected.
Emergency Response Personnel and Responsibilities
The emergency response team may include athletic trainers, team physicians, coaches, Athletics and Recreation staff, CPR/AED-certified student employees, Campus Police, and emergency medical services (EMS). Available personnel and assigned responsibilities may vary based on the activity, venue, and time of the emergency.
When an athletic trainer is present, the athletic trainer shall coordinate the immediate medical response and direct the care of the patient within their scope of practice.
When an athletic trainer is not present, bystanders should activate the venue-specific Emergency Action Plan and the highest-level responder shall initiate emergency care.
Emergency response responsibilities may include:
- Immediate assessment and emergency care of the patient
- Activation of Campus Police and emergency medical services
- Retrieval of the AED and other emergency medical equipment
- Direction of EMS personnel to the emergency scene
- Ensuring designated emergency access routes, gates, and doors are accessible
- Scene and bystander management
- Communication with appropriate University and Athletics and Recreation personnel
Emergency Communication
Emergency communication methods available within Athletics and Recreation facilities include:
- Landline telephones located in the Athletic Training Facility (ATF), Sports Center hallways, Fitness Center, I-Wing Gymnasium, and I-Wing Weight Room
- Emergency call boxes located at the North Complex Turf Field and adjacent to the Baseball Field
- Cellphones carried by Athletic Training Services staff while working designated practices and competitions
The individual activating the EAP should use the most immediately available and reliable method of communication.
Activation of Emergency Medical Services
For a medical emergency, contact Campus Police by calling
911.

When activating emergency medical services, provide the dispatcher with the following information:
- State that emergency medical services are needed.
- Identify yourself and your role.
- Identify the location as Stockton University and provide the specific athletic venue and location of the patient.
- Provide the number of patients.
- Describe the patient's condition and the nature of the suspected injury or illness.
- Describe emergency care or treatment that has been initiated.
- Provide any additional information requested by the dispatcher.
- Remain on the line until released by the dispatcher.
A designated individual should meet responding emergency personnel at the venue access point and direct them to the patient.
Emergency Equipment
Emergency medical equipment shall be selected and made available based on the activity, venue, environmental conditions, and foreseeable emergency risks. Equipment should be readily accessible to trained emergency response personnel.
Emergency equipment available through Athletic Training Services may include:
- Emergency medical and first aid supplies
- Blood and body fluid management supplies
- Automated external defibrillator (AED)
- Bag-valve mask (BVM) and emergency airway equipment
- Emergency medications and supplies maintained in accordance with Athletic Training Services policies and procedures
- Hemorrhage control supplies
- Splinting and immobilization equipment
- Crutches
- Cold-water immersion equipment
- Rectal thermometer
- Protective equipment removal tools
The location and availability of emergency equipment are identified within each venue-specific Emergency Action Plan.
Emergency equipment shall be inspected and maintained in accordance with Athletic Training Services procedures and applicable manufacturer recommendations.
Venue-Specific Emergency Action Plans
Venue-specific Emergency Action Plans establish emergency access, communication procedures, emergency equipment locations, EMS direction, and other considerations unique to each Athletics and Recreation activity site.
Campus Maps
Emergency Medical Response Protocols
Athletic Training Services maintains emergency medical response protocols and procedures addressing the recognition and immediate management of specific medical emergencies. These protocols support, but do not replace, activation of the appropriate venue-specific Emergency Action Plan.
Emergency Preparedness Policies and Guidelines
Athletic Training Services maintains additional policies, procedures, and guidelines related to emergency preparedness and participant safety.
Review, Distribution, and Rehearsal
The Athletics and Recreation Emergency Action Plan and venue-specific Emergency Action Plans shall be reviewed at least annually and following significant changes to facilities, emergency access routes, emergency equipment, personnel, or emergency response procedures.
Venue-specific Emergency Action Plans shall be rehearsed through scenario-based emergency response training at least annually. Rehearsal should include personnel with identified emergency response responsibilities when feasible.
Emergency Action Plan review and rehearsal shall be documented. Documentation should include the date, location, participating personnel, scenario or procedures reviewed and identified concerns.
Following a significant medical emergency, the emergency response should be reviewed to evaluate implementation of the Emergency Action Plan and identify opportunities for improvement.
Emergency Action Plan Coordination
Athletic Training Services is responsible for coordinating the development, implementation, annual review, distribution, and documentation of Athletics and Recreation Emergency Action Plans in collaboration with appropriate University and community emergency response personnel.
